This has been discussed before, about disabling skins. Riot makes their money entirely on skins, and people buy skins not only because they like them, but because they want other people to see them. I like Dunkmaster Darius because he insults you while he smacks you around with a backboard. I know you're experiencing that as well. If suddenly anyone could turn skins off I would be less inclined to spend money, especially on the expensive skins, the ones with the heaviest visual effects.
